Cant confirm "one" area can do it. speech skills fastest way to level is probably by selling random items, as the vendor related perks come from it if not mistaken. Dude spoilers.

What is "reading bonus" (as noted in the reading perks)? The reading skill itself increases faster per hour studying, or the skill being studied increases faster per hour studied? I believe someone made a post a while back, showing how different reading bonuses stack and how they affect your read time. Might be worth a search if the topic
