Open it with your .RAR file opener. Follow the instructions shown on the web page. The instructions will tell you to install silentpatch [gtaforums.com], which will be needed, as there is some glitches in Version 1. It will require an ASI loader to use, I recommend using Silent's ASI loader [www.gtagarage.com].
It's too new. Not all programs work with KernelEx. From some googling around, it looks like it's not officially supported and Rockstar won't support it. But a lot of people have reported success with it. Several people reported a crash on a second run that was fixed by deleting c:\My Documents\GTA San Andreas User Files\gta_sa.set .
If you are playing on RGL or Steam downgrade it and install Widescreen Fix. If it's the Retail Version, just install Widescreen Fix. After that, open WidescreenFix.ini (or smth similar I don't remember correctly) and set Width and Height resolutions to your desktop resolution. It must fix your problem. I recommend you to install SilentPatch too
